Changes in Australia's temporary work visa programme

Australia’s temporary worker visa programme is in store for changes due to a prompt review by the Government.

Several countries, including China, have been approached in order to halt worker exploitation under the programme. There are also aims to guarantee market wages, rather the minimum salary (MSL), which would severely impact on the mining industry due to the amount of 457 visa holders employed by this industry.

The review of the programme is designed to address fears that the 457 programme is a source of cheap labour, rather than attracting skilled workers. With more than 110,000 457 visas granted in the past year alone, the 457 scheme has major implications not only to overseas worker, but also to local workers.

Australian trade unions are deeply opposed to the scheme, saying that there is a continuing potential for exploitation, as well as undermining wage rates for Australian workers.

The Rudd Government will look at the Review before making any changes on the programme, but aims to address these ongoing fears of worker exploitation. According to Senator Chris Evans, "The Rudd Government is committed to ensuring the subclass 457 visa scheme operates as effectively as possible in continuing the supply of skilled labour where needed, while protecting the employment and training opportunities of Australians and the rights of overseas workers."

The 457 visa is a temporary work visa which enables Australian employers to sponsor overseas workers for a period of up to 4 years, in order to fill skills shortages within the industry.
